Why MHA isn't keen on a bounty?

I don't understand.
I know that it's every citizen's to help in searching for Mas Selamat, but then a little reward would do no harm. Instead the MHA said that they will not give reward but have no issue about rewards coming from the public.
Why does the people have to bear such cost?
It's the MHA's responsibilty to ensure that we are safe and shouldn't they do anything to find that man? Selamat could already have left the country and the reward came a little too late.
MHA should really be more open to such schemes.
